Ana Isabel Xavier

Ana Isabel Xavier is an Assistant Professor (UAL and ISCTE-IUL) and a Research Fellow (Observare-UAL, CEI-IUL and Research Centre of Security and Defense at the Portuguese Military University Institute) in International Relations. She has a bachelor’s degree in International Relations, a master’s degree in Sociology and holds a PhD in International Relations (European Studies) from the University of Coimbra.

From 2015 to 2017, she served as Defence Policy Deputy Director in the Portuguese Ministry of National Defence. In 2016, she was awarded the “Cruz del Mérito Aeronáutico con Distintibo Blanco” by the Government of Spain and, in 2017, with the medal of first class of National Defense by the Government of Portugal.

Previously, she was pro bono President of DECIDE (Youth Association of security, defense, and citizenship auditors – 2009/2013) and of AACDN (Association of former auditors of the Defense National Courses – 2014/2016).

In 2015 she was awarded the Marshall Memorial Fellowship by the German Marshall Fund of the United States. In 2013 she was a Fulbright fellow of the SUSI Institute on US National Security Policymaking.

She publishes, teaches and trains widely on European Union and security and defense, and is a resident analyst of international politics in the Portuguese public television (RTP – “Olhar o Mundo”) and a regular analyst for radio and newspapers.
